WILLIAM R. FRECH
District Supervisor, Bank and Thrift Supervision - Chicago
William R. Frech received his Bachelor's and Master's Degrees in Finance from the University of Illinois, Champaign-Urbana, Illinois. While attending graduate school, Mr. Frech was a teaching assistant for the Finance Department, and was also awarded a University Fellowship. He is also a graduate of the Pacific Coast Banking School, Seattle, Washington.
Mr. Frech has been with the Agency since 1984. After serving as a Field Examiner, he was appointed Assistant Director of Training for the Agency. During his tenure in this position, Mr. Frech also periodically taught at the Bank Operations Schools sponsored by the Educational Foundation of State Bank Supervisors. He became a District Supervisor in 1991. His responsibilities include reviewing reports of examination, ensuring appropriate follow-up relative to examination findings, determining compliance with supervisory actions, and analysis and review of regulatory functions. These regulatory functions include the safety and soundness review for the issuance of new charters, mergers, changes in ownership, charter amendments, branches and subsidiaries for state-chartered banks.
