Guide to Medicare HMOs released

What's new on the net

Guide to Medicare HMOs released The latest addition to the Department's consumer resource information is a new buyers guide that will make it easier for Illinois seniors to shop for managed care insurance.

The Medicare HMO Shopping Guide was developed to help Medicare beneficiaries understand how Medicare health maintenance organizations (HMOs) work, decide if a Medicare HMO is right for them, and select the plan that best fits their needs. The guide also identifies the nine Medicare HMOs operating in Illinois and the thirteen counties where this coverage is available, and provides cost and benefit information for each plan.

"The HMO guide is a valuable supplement to our annual Medicare Supplement Premium Comparison Guide which lists similar information for every insurance company licensed to sell Medicare supplement insurance in Illinois," said Insurance Director Mark Boozell.

Both guides have also been added to the Department's Internet home page. "Whether they prefer the hard copy or electronic format, Illinois seniors looking for the best value in supplemental health insurance can now review the full range of products available and make a more informed purchase decision," he noted.

Two domestic insurers declared insolvent

Coronet Insurance Company and National Assurance Indemnity Company, both located in Chicago, Illinois, have been declared insolvent and placed into liquidation by the Circuit Court of Cook County. Liquidation orders were issued for Coronet on December 24, 1996, and for National Assurance on January 3, 1997, in response to petitions filed by Insurance Director Mark Boozell, based on the Insurance Department's findings that both companies' policyholders surplus was impaired in excess of $2.5 million.

A third Illinois affiliate, Crown Casualty Company, was also ordered into conservation on December 10, 1996, and will continue under the Director's control, pending a continued review of its financial condition.

Policyholders will be notified that all policies protected by guaranty funds will be cancelled as of 12:01 a.m., January 24, 1997, for Coronet and February 3, 1997, for National Assurance, unless they expire or are terminated at an earlier date. The Illinois Insurance Guaranty Fund will be responsible for the covered claims of the liquieated companies' policyholders.

The liquidation proceedings, as well as the continued conservation activities of Crown Casualty, are being handled by the Office of the Special Deputy Receiver, 222 Merchandise Mart Plaza, Suite 1450, Chicago, IL 60654; (312) 836-9500.

Spring 1997 flood insurance seminars

In 1996, President Clinton declared two federal flood disasters in Illinois. In anticipation of possible spring flooding, The Department of Insurance encourages Illinois property and casualty insurance producers to make sure they are properly educated about flood insurance.

The following flood insurance seminars are being held this spring. We hope you will plan to attend the one nearest you, or call the National Flood Insurance Program Bureau and Statistical Agent at (708) 955-4550 to sponsor your own seminar. These seminars provide four hours of continuing education credit.

Department Rules Review

The full text of Department rules is printed in the Illinois Register published weekly by the Illinois Secretary of State's Index Department, 111 E. Monroe St., Springfield, IL 62756. Subscriptions are available from that source for an annual fee of $290. Issue numbers and a Department contact person are listed below after each rule summary.

Copies of rules are also available upon written request to the Department of Insurance at a $1 per page charge. Adopted rules are codified in Title 50 of the Illinois Administrative Code.

Rule 2001 (Construction and Filing of Accident and Health Insurance Policy Forms) was amended on October 25, 1996, to reflect current statutory requirements and to provide cross-referencing with Rule 916 which will inform companies how to file all policy forms, not just accident and health insurance forms.
