
Help with insurance problems is now available on the Internet through an electronic complaint form introduced in late February by Illinois Director of Insurance Mark Boozell. Consumers can also print the form and submit their complaints to the Department of Insurance by U.S. mail or fax.
"Since introducing our home page last May, we have been working diligently to make it easier for Illinois consumers to access useful insurance information and to communicate with the Department of Insurance," Boozell said. "The on-line complaint form is a major step towards that goal. It allows consumers to transmit the basic information we need to open an investigation on their behalf."
In addition to filing a complaint, consumers can also e-mail their general insurance questions or comments to the Director from the Department's home page. The Department averages 15 to 20 such inquiries each week.

Chicago-based Crown Casualty Company, the third company in the Coronet Insurance Group, was declared insolvent and placed in liquidation on January 31, 1997. The company's policyholders surplus was impaired in excess of $200,000.
Crown Casualty is a wholly owned subsidiary of National Assurance Indemnity Company which in turn is owned by Coronet Insurance Company. The parent companies were placed in liquidation on January 3, 1997, and December 24, 1996, respectively. Crown was licensed only in Illinois, and has concentrated its business writings in assumed reinsurance from Coronet, as well as in a small book of nonstandard automobile coverages in Illinois. Crown Casualty's 1995 annual statement reflects approximately $7.4 million in direct and assumed reinsurance premium.
Policyholders were notified that all policies protected by the Illinois Insurance Guaranty Fund would be cancelled as of 12:01 a.m. March 3, 1997, unless they expired or were terminated at an earlier date. The Guaranty Fund will be responsible for the covered claims of the company's policyholders.
Resure Incorporated Syndicate, a member of the Illinois Insurance Exchange, was placed under an Agreed Order of Liquidation with a finding of insolvency on February 27, 1997. The company's policyholders surplus was impaired in excess of $4.5 million.
Resure's 1995 annual statement reflects approximately $13 million in direct premium. Policyholders will be notified that all policies will be cancelled as of 12:01 a.m. March 30 , 1997, unless they expire or are terminated at an earlier date.
Resure is a member of the Illinois Insurance Exchange Guaranty Fund which may provide up to an aggregate $15 million of coverage, not to exceed $300,000 per claimant, to assist the liquidator in meeting obligations of policyholders. However, due to the number and complexity of claims against Resure, it is not known when or to what degree those funds will be available.
Located in Chicago, IL, and North Riverside, CA, the syndicate is a wholly owned subsidiary of Talon Re Holdings, Incorporated, a holding company in Las Vegas, NV.

Copies of rules are also available upon written request to the Department of Insurance at a $1 per page charge. Adopted rules are codified in Title 50 of the Illinois Administrative Code.
Rule 925 (Annual Audited Financial Report) was amended effective January 28, 1997, to correct drafting errors and make our regulation consistent with that of the National Association of Insurance Commissioners. (Vol. 21, #6; Cindy Stephenson)
Rule 1410 (Modified Guaranteed Annuity (MGA) Contracts) was adopted effective January 3, 1997, to establish required contract provisions for modified guaranteed annuity contracts funded through general accounts only, and to provide guidelines for the use of sales materials for disclosure. The rule does not require that the nonforfeiture provisions be adhered to for group annuities purchased under retirement plans or deferred compensation plans, or plans maintained by an employer other than a plan providing individual retirement accounts or individual retirement annuities. The rule also provides that the assets supporting the MGA contracts are adequate to provide future guaranteed benefits, and requires that insurers provide an annual report to their contract holder showing both accounts as well as cash surrender values. Rule 2405 (Intergovernmental Joint Insurance Pool Annual Audited Financial Report) was adopted effective January 14, 1997, to implement PA 89-97 (5 ILCS 220/6) which requires the Director of Insurance to promulgate regulations to implement audit and reporting requirements for local government joint self insurance pools. Rule 4401 (Examination and Audit Procedure) was adopted on January 28, 1997, to clarify the uniform procedures established under the Illinois Pension Code for examinations, compliance with examinations, hearings and other matters related to examinations and audits. Rule 4405 (Electronic Filing) was adopted on January 28, 1997, with a delayed effective date of December 1, 1997, to implement electronic filing of annual report information submitted to the Department of Insurance by public pension funds. (Vol. 21, #6; Tom Jones)
Rule 5602 (Extension of Service to Additional Counties) was repealed on January 28, 1997. The rule implemented Section 563 of the Medical Service Plan Act which was repealed on September 1, 1989. (Vol. 21, #6; Mary Meyer)
