What is creditable service?
It is time served as a
police officer as a member of a regularly constituted police force of a
municipality.
What does creditable service include?
-
Leaves of Absence for Illness or Accident -
Leaves of absence for illness or accident regardless of length and periods
of disability for which a police officer received
no disability payments under Article
3 of the Illinois Pension Code shall be counted as creditable
service.
-
Leaves of Absence for 30 Days or Less in Any One
Year - Furloughs and leaves of absence of 30 days or less in any
one year may be counted as creditable service, if the police officer makes
the contribution to the fund that would have been required had he or she
not been on furlough or leave of absence. To qualify, the police officer
must pay the required contribution to the fund either subsequent to the
termination of the furlough or leave of absence or prior to date of retirement,
if the municipality has not made such contributions on his or her behalf.
-
Military Service Creditable service includes
all periods of service in the military, naval or air forces of the United
States, not to exceed 5 years. (exception: a police officer with more than
5 years of creditable service on July 1, 1973 shall receive the total amount
thereof as of that date.) This period of service must be entered upon while
on active status as a police officer of a municipality. The police officer
must upon applying for a permanent pension, and in accordance with the board,
pay into the fund the amount the officer would have contributed if he or
she had been a regular contributor during such period, if the municipality
for which the officer served, has made no contributions on behalf of the
police officer.
-
To Serve As An Executive Of An Organization Creditable
service includes time served as an executive of an organization whose membership
consists of members of a police department by a police officer while on
leave of absence from a police department. In order to qualify, the police
officer must be a participant of a fund established under Article
3 of the Illinois Pension Code and have at least 10 years of service
as a police officer and did not receive any credit for such service under
any other retirement system, pension fund or annuity and benefit fund included
in the Illinois Pension Code. The police officer must pay to the fund, pursuant
to the rules of the board, the amount he or she would have contributed had
the officer been an active member of the police department. The organization
must pay a contribution equal to the municipality's normal cost for that
period of service.
-
Creditable Service Originally Established In Another
Police Pension Fund Creditable service includes periods of service
originally established in another police pension fund under Article
3 or in the Fund established under Article
7, for which the contributions have been transferred under Section 3-110.7 or Section 7-139.9 and any additional contribution required under Section 3-110(d)(2) has been paid in full.
- See Illinois Administrative Code Section 4404 for more detail.
What does creditable service not include?
- Furloughs and leaves of absence without pay exceeding 30 days.
