Chicago-based Security Guard License  Suspended after Assault Arrest

CHICAGO, IL–The Illinois Division of Professional Regulation announced it has indefinitely suspended the permanent employee registration card (PERC) of Andre Lamont Johnson.  In order to work as a security guard, locksmith or in other security related fields, a potential employee must have a PERC issued by the state.  Johnson’s card has been suspended and he has been ordered to surrender the card to the Department immediately.

This emergency suspension occurred less than a week after Johnson was arrested in Chicago and charged with misdemeanor assault and failing to register in Illinois as a convicted sex offender.  Johnson had previously been convicted of rape and pleaded guilty to a charge of sexual battery in Lake County, Indiana.  He was sentenced to serve 8 years in 2000 but was released in 2004.  He moved back to Illinois last year.

The Division of Professional Regulation conducts criminal background checks, including fingerprint matches when an individual applies for a PERC.  Johnson had undergone a complete criminal background check when he received his Illinois license in 1989. 

“Once we issue a license, the Department relies on law enforcement agencies across the state and through the National Crime Information Center (NCIC) to provide us updated reports of criminal activity by licensed individuals,” said Acting Director of Professional Regulation, Daniel E. Bluthardt.  “In this case, Mr. Johnson failed to file as a convicted sex offender when he returned to Illinois. We are seizing his PERC today to ensure that public safety is not put at risk.”
